Ocean Posse Announces Voluntary Reporting Regime with U.S. Southern Command to Enhance Safety for Cruising Vessels in the Eastern Pacific and Caribbean

November 24, 2025 – The Ocean Posse, a community of over 1,500 long-distance cruising sailors, today announced a new cooperative voluntary reporting arrangement with U.S. Southern Command (SOUTHCOM) designed to improve safety and reduce the risk of misidentification for private recreational vessels transiting high-risk areas of the Eastern Pacific and Caribbean.

The agreement comes amid growing mariner concerns over sharply degraded Search and Rescue (SAR) capabilities in Venezuelan waters, the potential for malicious false reports labeling legitimate cruising yachts as suspected drug-running vessels, and warnings from multiple governments that parts of the region are becoming operationally “hot” due to heightened counter-narcotics and security operations.

“Recreational sailors could become collateral damage in an environment where accurate vessel identification is increasingly difficult,” said Dietmar Petutschnig, founder of the Ocean Posse. “Warships and patrol aircraft operating at high speed often have only minutes to decide if an unknown radar contact is innocent or hostile. A properly filed float plan and up-to-date open-source vessel profile could be the difference between a simple fly-by and a dangerous interdiction.”

Under the new voluntary regime, captains making offshore passages (beyond 12 nautical miles) in the Eastern Pacific south or east of Huatulco, Mexico, and north of Ecuador, as well as in the Caribbean south of the Cayman Islands, Jamaica, Puerto Rico, USVI, and BVI and north of South America, are strongly recommended to enact this protocol:

Pre-Departure Actions

1.  Update their vessel’s public wiki page on MarineTraffic.com (free account required) with current photos—ideally taken from an elevated angle and showing people on deck for scale—and complete vessel details. SOUTHCOM has been briefed that this crowdsourced platform is a recognized open-source reference for legitimate cruising boats.

2.  Complete the official U.S. Coast Guard Auxiliary Float Plan (available at https://floatplancentral.cgaux.org/download/USCGFloatPlan.pdf
48–72 hours prior to departure and email it to [email protected] with subject line 
“Float Plan – [Vessel Name]”.

3.  Upon safe arrival or completion of the passage, close the loop by sending a short email to the same address with subject line 
“Float Plan Complete – [Vessel Name]”.

Underway Best Practices

•  Maintain 24/7 bridge watch and VHF Channel 16 guard

•  Transmit on AIS whenever possible (noting that warships typically do not)

•  Fly national ensign clearly

•  Proactively hail any sighted warship on VHF 16 with position, vessel name, persons aboard, and innocent-passage routing

•  Immediately comply with any instructions if hailed

•  Observe minimum standoff from U.S. Navy and Coast Guard vessels

“This is not mandatory, but it is the best layer of protection available right now,” Capt. Petutschnig emphasized. “A float plan filed directly with SOUTHCOM’s humanitarian notification desk gives US forces immediate access to proof that your vessel is a legitimate cruising yacht with known passengers and itinerary—information that can prevent escalation during an encounter.”

The arrangement was developed in direct consultation with SOUTHCOM staff and reflects the command’s interest in reducing risk to innocent mariners while maintaining operational security.

The Salty Dawg Sailing Association invites offshore cruisers to join the 2025 Caribbean Rally, setting sail from Hampton, Virginia or Newport, Rhode Island around November 1. Now in its 15th consecutive year, the Caribbean Rally offers sailors a unique opportunity to cruise in company toAntigua, with an optional stop in Bermuda, or to the Bahamas.  The Rally is supported by expert weather routing, 24/7 medical and emergency services from GW Maritime Medical Service, and comprehensive shoreside coordination and tracking, ensuring safety and camaraderie every step of the way. Participants also enjoy pre-departure seminars, fleet tracking, social events, and US Coast Guard demonstrations, all included in the rally fee.

To help sailors take advantage of the best value, a discounted rally fee of $450 is available to SDSA members, but only until August 15, 2025. After that date, the fee increases to $500, and spots are limited once the fleet reaches capacity.  Eligible boats will be waitlisted. Register Now for the 2025 Caribbean Rally!

Plans are well underway for the Salty Dawg Sailing Association 2025 Caribbean Rally.  This year will mark our 15th consecutive year of sailing in company to the Caribbean. 

SDSA president Mike Benjamin announced, “Vessels can choose to depart from either (i) Hampton, Virginia, with an anticipated departure date of November 1, 2025 (weather permitting), bound for either Marsh Harbor, Great Abaco, Bahamas or Antigua or (ii) Newport Rhode Island, bound for Antigua, with an anticipated departure date in late October.  Vessels destined for Antigua will also have the option to stop briefly in Bermuda.”

The passage to Antigua should take about 12 days while the passage to the Bahamas should take about 5 days.

Plans are well underway for the Salty Dawg Sailing Association Rally to the Azores in 2025.  

The Salty Dawg Sailing Association (SDSA) will be running its first ever rally across the north Atlantic to Horta in the Azores Islands in the spring of 2025.  

SDSA president Mike Benjamin announced, “The rally will have starts in St. Maarten in the Caribbean and in Hampton, Virginia, on May 18th, with an initial destination of Bermuda. The fleet will gather in Bermuda for final preparations and festivities and will then depart for the Azores on June 1. The passage across the Atlantic should take in the neighborhood of two weeks depending on boat speed and weather.  For many of us, this passage across the Atlantic to the Azores and then on to Europe has been on our bucket lists for a long time.”

The Salty Dawgs will conduct a number of webinars for skippers and those contemplating the run, with the next session scheduled for January 9th at 17:00 eastern time, with a focus on the Azores as a cruising destination.  To register for this free event, go to (https://sdsa.memberclicks.net/freewebinarazoresrally).

KEY RALLY DATES

  • Starts from Hampton and St. Maarten for Bermuda:  May 18, 2025

  • Start from Bermuda for Horta: June 1, 2025

  • Arrive Horta:  Mid June. 

  • Educational webinars for participants to be scheduled will include topics such as weather routing, cruising the Azores, provisioning, spare parts, in addition to overviews of destinations such as Europe and the Mediterranean.  

(Note: The St. Maarten start will coincide with the start of the SDSA’s annual Homeward Bound Rally to Hampton VA, which will include an optional stop in Bermuda.)

The initial Azores Rally in 2025 will be limited to the first 25 boats that pay the rally fee and pass a general vetting by the SDSA rally management team. The rally fee has been set at $550 per boat. There is no separate crew fee. It is expected that all skippers will have the necessary verifiable blue water sailing experience as specified in the rally description.
